I want to give my users the ability to submit tickets to JSM by sending an email and not using the portal.
I saw documentation to that affect but I think it was directed to Jira on Prem systems and I am on the cloud.

that is certainly possible! for JSM you can use the Email Requests menu that you can find under your project settings.
