the rule as below:
When issue is created
If these match...
issue type = A and Field B = 1
then edit issue with edit assignee = user1
Otherwise, if these match...
issue type = A and (Field B = 2 Or Field B=3)
then edit issue with edit assignee = user2

Can those users be assigned to that issue?
Does the user that is performing the automation task has privileges to assign issues?
If this is not the answer, please define what is not working?

The rule does not run correct, issue's not assigned to users that I set. it displays "unassigned"
And if the rule does not run correctly, so how to search by JQL :)?

in the settings you use a jql to search for issues to edit. "Request Type" = "Travel Request (QI)" AND Subsidiary = "QUOINE CORPORATION"
If you enter this jql when you search for issues. do you get any results?

I tested it in our own environment and it worked perfectly.
I hope someone else can help you out or maybe you could log an issue with Atlassian because for as far as i know it should work like this.
