@Gary Quay , you have posted in JSW collection. Are you trying to set up an approver in JSW or is this JSM? JSW doesn’t have an approver feature inherently built in but there are methods of achieving using conditions.
Ok so first reference this article if you need help setting up the approval itself. set-up-approvals
next, regarding your intent to notify the reporter there are two ways of doing this. First by the fault notifications are sent to the reporter when the issue is transitioned. So unless you disable that feature they should receive a notification that the issue transitioned to the rejected status. You can also use automation, if you want, to send a special email notification to them. it looks something like this:
Trigger - issue transitioned
Conditions - status = rejected
Action - notify reporter

This documentation (https://support.atlassian.com/jira-service-management-cloud/docs/add-an-approval-to-a-workflow/) should explain it in a lot of detail.
It's as simple as checking the checkbox on the step that you want to be the approval one and your customer notifications should take care of the rest.
This is of course for JSM and not JSW. Are you only using JSW?
