I Have Project A,B. And I Have Role Project Manager, And I Have Column Waiting For Approval, it's jira server not cloud
When issue crated, it will be in To Do column, and developer can be move issue to column Waiting For Approval, the only one have permission to approve and moved to To Do again in role Project Manager.
the question, when issue moved to Waiting For Approval, how can send notification to all user in role project manager to informing him there is issue need approve

Jira provide you with Notification Scheme to handle events. You can modify your existing notification scheme and add project lead to recipient list for issue update event or custom event during workflow transition.

Atlassian provide mail content customization by changing a template content in Jira source. But it is not recommended in best practices of Jira. You can make small customization using this method but you need to take care of verification etc. by yourself. Atlassian will not provide support on this.
