Jira provide you with Notification Scheme to handle events. You can modify your existing notification scheme and add project lead to recipient list for issue update event or custom event during workflow transition.

You can go through this article provided by Atlassian to understand notification scheme better - https://confluence.atlassian.com/adminjiraserver073/creating-a-notification-scheme-861253478.html

Atlassian provide mail content customization by changing a template content in Jira source. But it is not recommended in best practices of Jira. You can make small customization using this method but you need to take care of verification etc. by yourself. Atlassian will not provide support on this.

https://confluence.atlassian.com/adminjiraserver/customizing-email-content-938847640.html

On other hand you can use plugins like - JEMH (https://marketplace.atlassian.com/apps/4832/enterprise-mail-handler-for-jira-jemh?hosting=server&tab=overview)
