2 scenario's:
1. mentioning the reporter does not send a notification
- person which needs to be mentioned is the reporter
- has site acces
- is not part of JSM project - no permissions
- can find the person's name when tagging
2. can not find the person in the list of suggestions when tagging
- has site access
- is not part of JSM project - no permissions
- can not find the person's name when tagging
Does the users you want to mention have project permissions?

Yes the member needs to have permission for the project to receive the notification.
And for the second scenario, browse user permission is required.
