How many JSU plugin licenses should be purchased for 15 agents?

Hi All,

We have 15 agent licences for Jira Service Desk. We are planning to buy Jira Suite Utility Plugin for our implementation.

Can you please confirm we should buy it for 25 users (as per pricing details) or should it include customer count as well?

It needs to be licensed for the highest tier of users you have. 

15 Agents means you'll need to get a 25 user licence for it, assuming you don't have more than 25 Software or Core users in your Jira installation.  Customer numbers are irrelevant.
