How to disable sending email for activate your account?

I want to deactivate email below when a new account is created in jira service desk.

Go to your service desk -> settings -> Customer Notifications -> Do not send account verification emails

I'm afraid that's the problem

This feature is fixed in V3.10

Is there a particular reason you can't upgrade?
