How to enable users to read service desk issues?

We have setup a Jira Service Desk 3.9.4 project and customers can e-mail in or create issues via the servicedesk portal.  I have another set of users that need readonly access to the issues.  These other members are being denied.   I have added their usernames to both the "Users" and "Readonly" roles and visiting issue links still end up with access denied.  I have read through the User and Roles documentation, but still need help on how to enable additional users read access to issues.

Update:  After view the "Project Permissions", I believe only Administrators and "Service Desk Team" have any granted permissions according to this default "JDS Permission Scheme".

Hello,

You should make sure that the mentioned roles have the Browse Projects permission in the JSD project permission scheme.

    Thank you for this suggestion... I'll follow-up on this early next week when I or a "higher level" administrator can look at this "Browse Projects" permission.  The "JDS project permission scheme" appears to be read-only in my corporate environment even though I am a project administrator.
