We need to maintain a document with issues and resolution details. This could be compiled automatically from the issues raised. This should also be accessible and editable for all user and it should be available on the Jira sd customer portal.
is there any way to achieve this functionality.

just for your overview, I want to implement the below requirements.
It seems that users are reporting the same issues so we want to add one feature to our JIRA SD as Evry issue with the solution are stored in somewhere which can accessible to all User and it would be easy to search.

@AKSHAY THAKARE , this seems rather extreme to 'import' every issue into Confluence. Too I would worry about having unwanted text in a KB, e.g. where an irate customer's comments were included. That aside, you might try to use the Jira filter macro in a KB article and see if it presented to the customer. however, i don't think it would be searchable from portal.
