I am tasked with adding a custom field (Root Cause) when resolving a ticket but i not sure if i need an add-on to validate? or missing something in the backend to make it mandatory on the Resolve Screen only.

You would achieve this using the workflow Fields Required Validator on the close transition. If you are using Jira Cloud, you can do this without enabling any addons. If you are using server, read this article on how to enable Jira Suite Utilities, which will allow you to have a field required for a transition.
