I´m on a server instance.
Everytime that an issue has been approvaI, must to be notify to an user without aplication access, and olso has to be able to see it from the portal.
I wanted to configured an automatization for this:
When: status changed
IF: issue matches/ The status changed to "In purchase"
Then: send email
To add who is going to receive the email, it´s give just a two opcion: reporter and customer involved, so i don´t know how to add in my user
How can this user be notified? it´s any way to do it without an add-on?
It´s posible to added him as a request participant automatically every time an issue is created from portal and jira?

You can add them as a request participant (This can be done on issue creation). This will require them to have a customer account and by adding them as a request participant they will also have access to see the issue in the Service Desk Portal. Once they are added as a request participant you will be able to add customer involved and they will receive the email.

On issue creation you can use the new automation for Jira to create an automation that will update request participant on issue creation of a specific request type. I tried to add an automatization to add a request participant at the issue creation, but in the "Then" i want to set to edit the issue but does not allow to edit the "request participant" field.
