Data no matter what type it is (whole site data) will be present in the region you choose from one of the available ones and there is no option to choose the customers tickets separately
And if your question is regarding the initial setup of site, the person who creates the site should be from that local region to automatically choose the nearest data center or you will have an option to later choose the dc as well

The primary question is about isolation between regions. For example, customer A comes from country A, customer B comes from country B. They want their ticket data must store in their country. and not other contry.
