Hi community,
Is it possible in portal or on create a issue to make a field, says the field attachment, be mandatory depending on another field value, says the field request having value document.

By default, there is no configuration.
On Create issue screen in Jira - also no.
On Request Form in the customer portal - yes, if only you have an add-on Extension for Jira Service Management which has a feature called Dynamic Fields. In the configuration, you can define if field should be optional or not depending on the selection in the previous field. You can also display next fields dynamically depending on the other options.

Thank you very much for your answer.
For Extension for Jira Service Management, the requirement field is applied only for Request type and not to custom field.
Furthermore, this function is available only for JSM Server/Data Center and not for cloud.
