We are moving away from jira service desk but to stop request's coming in we need to be able to either disable the function to do this or hide it from the portal. i know we can hide the request types but i would rather avoid doing this if possible.
any ideas?

Only way to hide the portal from them is to remove them as customer or to take away the generic user from the browse projects permissions
Do you still require them to open tickets through email or are you moving away from JIRA completely?

As @Daniel Ebers mentions, if you will be blocking it completely I would indeed also suggest to just take away their permissions fully.
You can either remove them from the customers or remove the permissions in your permission scheme.
Make sure to also disable your Email channel then.
