We would like to streamline the number of service desks to make it easier for our end user yet keep the queues we have set up on the backend. Is there an application to help?

The only way that I know of if for your team to consolidate your JSD Projects from many into a few common ones. This means that you will need to migrate/configure your common projects.
So, your common project(s) will be the main intake of customers requests.

Thank you. Right now we have 9-10 service desks (widgets) on our portal page. We want to consolidate a few that are similar. We think we need an app to reorganize the main portal page.

It depends what you specifically want to do by a reorganization.
There are Apps out there which change layout and behaviour of portal pages.
You could check from Marketplace if it meets your need and contact the vendor to know more about their Apps.
This is just one App, there are probably more out there.
At the end it will depend on which kind of help the App specifically should provide in consolidation. Some parts will, likely, stay a hands-on-work (by means of manual todos).
