I'm wanting to limit project visibility to to certain users, for example I have a service request project just for management level personnel, how do I limit it so they can see this project to submit a service request but other staff can't see it.

As you mention in your tags that you use JSM how do those Management users access your porject?
If they use the Portal (and don't have access as an Agent) they will not see the project on the portal if you do not make them a customer of that project.
if they do have an Agent license (and browse project permissions on the project) then they will be able to see it.
So it depends a bit on how the user is licensed
As they are Management users who most likely don't have an active stake in the requests themselves, simply giving them customer permissions should be sufficient.
Hiding the project from other users is the same. If they are not a customer they won't see it on the portal.
If they are an agent, you'll have to revoke their browse project permissions on that project.

That's worked, what if I want to allow all internal users that have a jira account to access a project, and automatically add new users, but prevent external customers from seeing a project?
