There are many ways to achieve it. If you want to restrict the viewing of tickets based on reporter or assignee or any group, you can use issue security scheme. Issue security scheme lets you control the view-ability of the issues.

I have 100 customers, 20 admins that need to resolve tickets.
so 20 x standard agents = $20 x 20
mobile for Jira - 100 customers/users x $0.5
mobile for Jira Service Desk Portal - 20 admins x $0.4
