Is it possible to create an automation for the following:
If user x creates more than three requests with "APPLE" in the subject service desk members get a notification?

I don't believe that there's any way to do this without some serious advanced scripting. This functionality is not included in a stock installation, and I can't think of a way to accomplish this with other basic automation tools either.
Hopefully someone with more knowledge than I have around scripting will be able to step in.
What's your use case for this automation?
For example:
When a user have asked for a new laptop charger every two months I want to get a notification to ask how he/she can lose so many chargers.
