I am creating an It help-desk project in Service Desk. My question is, if anyone need to create some tickets in the service desk project, do they need to have Service Desk licence?

users definitelly don´t need to heva a JSD licence. And on who can raise a ticket it depends on Customer permissions settingss for your JSD project.

So we need to add entire company to the project. since its Server desk and all will request a ticket.

A user does not need to have a service desk license to create a ticket in a service desk project. The user need the Create Issues permission for this project.
