User can't change their own password.

There is no option for Jira local user to change their own password (see screenshot)

Users should be able to see this button when they open Profile
If users are not able to see this button check the General Settings of your instance
Administrations -> System -> General Configurations -> Edit Settings
Check if External User Management is turned on, and set it to off
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
