When status change for Question in Project2 -SD
If a Story from Project1 has a connection with the type is blocked by with a task with the Question type from the Project2-SD space in a status other than the final one , then Story gets Impediment = True .

oh, it`s actually possible by automation rules when you make "Global rule"

You will need an add-on for that. Consider Automation for Jira, Scriptrunner Power Scripts etc.
