Hi,
We'd like to know if there is a way to add a customer (reporter) while you are in ticket creation. I.e. the customer calling does not existing and the agent is currently filling out a ticket (create). Is there a way to add them if they do not exist in our DB already without having to go to the Customer DB or Users section?

unfortunately you have to wait for this feature (JSDSERVER-2303). But you can vote for it.
