I'd like to send an automated email to users once an issue is created notifying them of the current total open issue count for our Service Desk in addition to the average response time (via our SLA) for the past x days (somewhere between 7-14).
Is this possible?

Depends on what "assets" / plugins you got on your disposal.
I don't think running a JQL query or even a REST call to retrieve and interpret the mentioned results, is doable right out of the box.
