Service Desk Team member not receiving notifications when they are assigned

I have a user who, when they are set as the assignee is not receiving notifications. I ran notification helper for both Issue Assigned and Issue Updated. They both say this user is not the current assignee, but you can see in the background that he is. Any thoughts on what's happening here? 

We're on Jira Service Desk 4.4.1.

Hi @Kyle Draganov ,

I'm not positive what the issue is that's causing this, but on JSD Server there is a bug when an Agent is also present in the JSD project as a Customer which can cause them to miss out on most notifications.
