User unable to create an Inquiry Ticket Type

User is able to create any other type of ticket except for Inquiry Type.

Getting the error as - 

"This form contains a hidden field that does not have a valid default value configured"

I searched the fields and nothing seems to be hidden.

Reproduce the problem again and check the logs for the affected field. The logs are located at jira_home/log/atlassian-jira.log
