What changes need to move over when upgrading Jira?

I recently tried to upgrade the Jira server. I was successful on the upgrade but the server does not start. I looked at the web.xml file because that's where it said the issue was but I could not find the changes that were done prior the upgrade. How do I know what changes done to that file I have to move in order for the upgrade to work?

I currently have Jira 8.6 and I'm trying to upgrade to Jira 8.8. I'm running on Windows OS.

I assume you are trying to copy data from an existing production environment to a test environment and perform the upgrade there. You can find a detailed instruction on how to perform this kind of action on the following page:
