The behavior that you are seeing is most probably the expected behavior. 

Can you confirm that refreshing the page allows you to see the issue on the issue navigator?

We have a suggestion ticket for this to be improved here:

• https://jira.atlassian.com/browse/JRASERVER-33628

I encourage you to vote on the feature request ticket to increase its popularity and add yourself as a watcher to be kept informed of progress going forward. 

There are two workarounds at the moment:

• refresh the page entirely OR
• refresh the list via the refresh icon you see at the bottom of the list

I have some similar behaviour in my beginnings with JIRA Server in my own infrastructure.

The problem was the memory configuration. The server has not properly configured and the refresh was not working as expected.

Could you check the memory assigned?

be sure that in your physical server or virtual machine server you should have at least the maximum value assigned.
