Workflow Approval

I have a workflow defined which require approval from one person in two different states. I have used the Add Approval checkbox and configured it to a single user custom field which I have created and set a default value to this field.

After I click create and come back to the state, there is a yellow exclamatory mark next to configure. 

I'm guessing that the configuration is not done correctly. Because when I create an issue and go through the workflow the person set as the default value gets an error that he doesn't have permission to transition this issue. The permissions are all set with him having admin rights in the project.

I'm not sure what is missing or wrong
