How to make a (certain) field editable by submitter,
after the issue/ticket had been submitted?

If you are using CMP projects, then they only way to allow a customer to edit his request and the info he submitted, is by using forms.
This functionality allows your customer to edit the form the submitted (aka the fields you have chosen to include and associated with Jira fields).

As you mentioned in the comment that you're asking about Jira Service Management I moved this question to the Jira Service Management collection as well as removed "jira-software" tags which are not relevant.
According to your question, as others mentioned there is no such native solution in JSM. You can achieve it using an app developed by my team called Feature Bundle for Jira Service Management. The possibility to edit requests by customers is one of the features available in this app. It's widely configurable so I recommend you try it. You need to check that user has Edit Issue permission and that those fields are on the Edit Screen in the related Screen Scheme.

Welcome to the community.
Is this for a Company Managed project or a Team Managed project? At the bottom of the navigation pane on the left will be a statement identifying which it is.
Is this for a Software, Service, or Business project? That will be shown at the top of the navigation pane just below the Project Name.
How are the tickets submitted? Is the submitter sending and email or entering the ticket through the UI?
The answer to your question depends on your answers to the above.
If it is a a Company Managed Software or Business project, the user has to have a license to access the product and has to be granted the Browse Projects and Edit Issues permissions, at a minimum, for the project.
If it is a Team Managed Software or Business project, again the user has to have a license to access the project and has to be granted a role in the project that has the ability to edit issues.
If the project is a Service project and the submitter is a customer, they will not be able to edit fields after the issue has been created. They can only add Comments to the issue.
