For test purposes we need to add customer portal only to JIRA SD without creating user account.
requirements
1) customer dont want to login to portal when they have to create tickets.
2) But they have to pickup the categories in Portal to raise the tickets.

customers don't consume a license. they can create issues via email but they cannot choose a request type as it will be a fixed request type for all email creations.
