Is there a way for a request participant to see the full history of an issue, instead of just the conversation once they have been added?
You can consider a third-party solution from Atlassian Marketplace, like Issue History add-on.
It will let you view data about all changes at each issue fields. To share this information with request participant, you can use data export.

I can confirm to you that all the comments and status transitions of the issue are visible to request participants, not mattering when they get added to the issue.
In other words, the request participants can see the issue history even from before they are added to issues, having the same view as the customer added as the reporter.
That being said, it is possible that your request participants might be facing another kind of restriction.
