As stated.  Of course, I tried reloading the issue and double checked permissions.  I am Site/Org admin so that can't be the problem.

I tried the procedure above and it didn't work, do you have any other suggestions?

@Jason Sweet , clearing the browser cache should help or you should try in an incognito mode.
