Rich Text Editor on 7.10.0

I have updated JIRA from v6.3.4 to v7.10.0 (v6.3.4->v6.4.0->v7.0->v7.10.0) but still not getting Rich text editor option in description/comment. No Visual & Text option available.

Wiki Renderer Macros Plugin - Is disabled

Enable rich text editor for users - is checked
