Is there an easy way, without scripting, to have Jira SD send an email after receiving a new request with a specific title?
I use the plugin "Notification Assistant for JIRA" - easy to use, and doesnt break the bank.

You can use the automation in JSD. You can look for a word in the summary and then "send email". That send email will only go to the customers involved in the request. I assume you are talking about customer notification?
If internal notification then the JMWE app will do that.
