Service Desk Knowledge Base Permissions for Authenticated Users

Uncertain if this is a bug.

We are connecting a Service Desk project to a Confluence Knowledge Base. When we grant anonymous users the view permission on the connected space, the SD customer portal successfully returns pages in this space based on the portal customer's search terms. When we remove the anonymous view permission on the space and instead grant viewing privileges to a group that every user belongs to (all-users), the portal stops returning pages from the connected space.

I've verified that this problem occurs when the customer portal recognizes me as logged in as a user belonging to the all-users group, and that I can browse to pages in the linked Confluence space that are not returned when searching for them in the portal. If I restore anonymous view permissions on the space, the customer portal returns pages from the linked space again as expected.

Based on the documentation here, this behaviour appears inconsistent with the process of granting access to specified user groups.

Our Confluence site is publicly accessible, but we are using this Service Desk project with a staff knowledge base that should only be available to authenticated users. Is this behaviour occurring because of a configuration issue, or a bug?

We're currently running JIRA Service Desk 3.9.1 and Confluence 6.6.0.
