As a customer, i want to see only two types of issues (bug and new task).
As a admin I don't want a customer see all of these:

Then you should delete not required request types from your project configuration.

You can hide request types from the portal but that's about all there is OOB. If you are on Jira Server there is app that will do that called Extension for Jira Service Desk
