I'm trying to gain access to a Service Desk project that was created to manage inbound requests from our customers. The 'lead' on the project is no longer with the company. I'm not able to create an issue within this project or view project setting pages even though I have been set up to have the following roles: 'administrator' 'service desk team' and 'service desk customer'. Any advice on how I can gain access to this project so that I can create issues, and manage the settings?

The quickest way is for the project lead to be updated to yourself in the first instance. Now if you try to navigate to this using the normal Projects pulldown this will not let you in as you do not currently have permission on the project so what you can do is click on the cog in the top right corner and select the projects part from there. This has now taken you in to the Admin part.
You can the click on the appropriate project and then project settings where you will be able to change the project lead in the details section.
Alternatively if you know the project code you can shortcut this a little bit to get to the project settings
<yourhost>/servicedesk/admin/<projectcode>/people
from there you can select details and update. You could of course also add yourself in the appropriate roles for the project whilst you are on the screen.
