been getting weird things like this not even consecutively, first it was when a user outside our organization sent in email request and then this one. Is there a way i can just have anyone be able to submit email tickets and open issues,

When you want unlicensed users to create issues in Jira and interact with them, you will need Jira Service Desk, a product specifically designed to help "outside" customers by creating issues from their mails or (preferably) portal requests, and keep them updated on the status they have.
You could also use marketplace apps like Email this issue to create issues from unlicensed email adresses, albeit under a default, pre-configured "bot" user.

Yes, we have all of this configured, it just says that they do not have permission to comment on the ticket after it is created. So they are able to create the ticket with the email intially but then when updating it with a comment it says mail handler error the user does not have permission to comment.
