Webhook and Azure Logic App

My Azure Logic App does not trigger when I am making changes to any of the items.

I am setting up the webhook using the Admin GUI and I do follow the instructions at: https://developer.atlassian.com/cloud/jira/platform/webhooks/

I am setting up my Azure Logic App to only accept HTTP POST.  Please help.
