There is 10-15 sec time gap in request and response from jira cloud servicedesk apis'. Can the problem be solved by self hosting jira servicedesk? And if can be solved then what percentage the latency can be reduced relative to jira cloud service?
It is often down to the network connection between you and the Cloud service, which, yes, self-hosting can help with assuming it makes your access closer in network terms. For example, if you are on Cloud and it's hosted in the US, and you live in Germany, then network latency is likely to be reduced by hosting a server in Germany instead (I believe Atlassian have now got a Cloud data centre in Frankfurt though).
