Where can i find TCD   (  Target completion date)  Option in Jira?

Jira does not have this by default, you will need to add a custom field for it if you want to do it as a date on issues, or configure your SLAs to show you the data

In JSM it's managed through SLA

And if you need the date field that represents completion date, you can due date field which is available by default

Navigate to screen option in project settings to add the field
