Why can’t a Service Desk Member be assigned a ticket if he has the permission?

I am working as an admin for a Service Desk Board. I have included new Service Desk Member in the board. They will need to be assigned some tasks. 

the issue is that when I select them as assigned, it does not allow and automatically changed to the previous assigned person. 

They have same permissions as the other that already can be assigned. Don’t know why I can’t assign them

Does the user have a service desk agent  license? Not just a Jira license. Also look at your permissions for assignable users. 

if all else fails, if you are a Jira admin you can go to any issue and use the permission helper to see what is blocking a given user from being able to be assigned an issue

You are right @ste , they dont have Service Desk Agent license. Thanks for the help!
