Only if you made a copy. The system does not store previous versions. It would be nice if the solution provided an option like Workflows where it would prompt for keeping a copy of original when publishing but that is not currently supported.

You can't revert to a previous version as far as I know unfortunately.
Whilst it doesn't help in this situation, you could get into the habit of exporting the rule before you make any changes so that you have a backup
