I wanted to check whether active  of Cross Site Request Forgery

This is associated with Confluence not JSD. In Confluence, If you are an admin you should see this here - cog > security configuration. At the bottom of the page you will see the XRSF section.

in Jira Service Desk,  can't we get this functionality?.

we are in the the middle of Jira to freshservice integration. 

they received some issues during the execution of API requests. and ask to enable the CSRF
