how can i create issues with non sequential issue key

we want to import tkts from another system and keep the original tkt number as part of jira issue key number. is it possible?

Not as the key on the Jira issue.

The CSV import is sequential, so if your external system has (say) ABC-123, ABC-125 and ABC-126, you could import 4 lines of CSV - plug the hole at ABC-124 with a dummy issue and delete it later. But bear in mind your project key will need to conform to Jira standards.

Most people doing imports have a text field for catching the original issue trackers unique id as well though.
