how do you create categories for incident issues?

I am looking to create a list of categories / sub-categories for users to select when creating an issue in JiraSD. The categories / sub-categories can be extensive so is there a way to create a drop-down for this?

Yes. I just found Components that I can use but was wondering if there exist a 2 dimensional database that can be created (category/sub-category).
