limit share functionality in customer portal based on organizations

Hi!

We have multiple projects, one per customer and each customer has an organization. Besides, we have a Public organization that basically contains all users, within the project a ticket can be public or private so the public organization allows all users in our company to see any customer ticket.
Based on this, the share ticket on the customer portal, retrieve all the user in Jira and we would like to restrict this to see only the users in the organization that belongs to the project and if possible to all users in our company (not the Public organization). Would that be possible?
