Welcome to Atlassian Community!

On Jira, currently, there is no option to copy or clone an entire project, but it's possible to create a project with a shared configuration.

• JIRA Service Desk: 'Create with shared configuration' feature

Also, there are some feature requests suggesting improvements for that:

• Ability to clone or copy Service Desk project
• Allow support for project schemes or templates
