"Cannot link your email account due to emails in inbox

Your inbox must be empty before you can continue to the next step. Please move the existing emails out of the inbox and try again."

Unable to setup with POP. We do not want to use IMAP and we do not want to delete emails. We have Archived all emails and still getting this error.

Solution?

"Archived" emails are not removed in gmail, they're flagged and then hidden by the interface.

Pop3 does not show that - as far as it's concerned, the emails are still in the inbox.

You will need to delete them properly and then set up Jira.  Note that if it didn't demand an empty mailbox, it would have to process and then delete them anyway.  All it's doing is making sure it doesn't delete all your emails without you deliberately deciding to do it instead of allowing Jira to delete them all for you without warning.
