I admin granted same permission level to users and some can't raise tickets and some can't.
Could you help me out of this ?

On the JIRA page of those who can't make tickets , in the first place the option " register the request " does not exist. ( this is mere translataion from japanese page, so it might be wrong though, anyway the raise the ticket option does not appear.)
